As we predicted, Queensland Developer Licensing Scheme axed!

In our update of 11 November 2022 (see below), we advised that:

  1. On 2 November 2022, the State Government Review Panel into the construction industry released a discussion paper recommending several possible reforms, including a licensing regime for property developers, with similar entry requirements to the QBCC Act.
  2. The discussion paper also indicated other possible reforms in respect of the developers, which included:
    • a developer ranking system;
    • an industry code of conduct; and
    • the expansion of Project Trust Account regime.

On 10 February 2025, the QBCC announced that the further rollout of Project Trust Accounts for projects above $3 million was indefinitely put on hold.

Now on 20 June 2025, the QBCC announced that it was not proceeding with the former Government’s previous plans for a developer review to bring developers within the licensing framework of the QBCC. The Chairman of the QBCC said, “this is the last thing we need to see right now”.

We won’t say we told you so.
